Joint Public Sector Action Plan
ChangeUp is the Home Office-funded programme, established in 2003-2004, aimed at strengthening the role played by the third sector in social and economic regeneration, civil renewal and public service delivery.
In Birmingham, the ChangeUp process is steered by a membership consortium, Birmingham ChangeUp Consortium, which comprises 'second tier' VCOs providing support and development services to smaller frontline organisations. The accountable body for Birmingham ChangeUp is BVSC.
More effective second tier sector support is seen as central to achieving ChangeUp's objectives, but it is also a priority that investment in supporting the sector should translate directly to significant improvements in how frontline VCOs operate, the services they deliver, and the outcomes these services achieve for their users. Such a transformation in how the sector is supported and developed cannot be undertaken in isolation from our public sector partners, however.
There are numerous areas where combined action is required, with clear and specific aims and a framework for implementation. This short paper (DONLOAD FROM THIS PAGE) is intended to offer a basis for discussion. Our aim is to arrive at a joint voluntary/public sector programme for taking ChangeUp forward together.
