Why we should be leading not running to keep up.

ChangeUp, established in 2003/4 by the Government, is aimed at strengthening the role played by the third sector in social and economic regeneration, civil renewal and public service delivery.

The stated intention of ChangeUp is a radical transformation of the voluntary and community sector (VCS) by 2014. The strategy to deliver this radical transformation is twofold.

Firstly to improve the effectiveness of the support offered to the sector, and secondly that any investment of this kind should translate directly to significant improvements in how frontline voluntary community organisations (VCOs) operate, the services they deliver, and the outcomes these services achieve for their users.

Although there is a clear logic for the sector to support any initiative that is intended to help it strengthen and improve its performance for service-users and the communities we serve, it is vital that this ‘transformation’ of the sector does not erode its distinctive character, values and identity – the very things which currently mark it out as a partner that government wants to do business with.
